Jefferson County Sheriff announces arrest of jailer following allegations of fraternization with a female detainee

Pine Bluff, Arkansas – The Jefferson County Sheriff’s Office (JCSO) announced the arrest of W.C. “Dub” Brassell Adult Detention Center (DBDC) Deputy Jailer Keywand Harris following an investigation into prohibited fraternization with a detainee. The arrest stems from information received by the JCSO Criminal Investigation Division (CID) on August 27, 2025, alleging that a jailer had entered into a romantic relationship with a female detainee.

Harris was immediately placed on administrative leave while the investigation began. Detectives soon determined that Harris had been spending extended amounts of time in the female housing unit, known as G Pod. The investigation revealed that Harris engaged in inappropriate physical contact with a female detainee.

During an interview, Harris admitted to having a sexual relationship with the woman prior to her arrest and confessed that he maintained contact with her and kissed her while she was in custody. Based on the findings, Harris was arrested and booked into the detention center on a charge of Sexual Assault in the Third Degree.

Sheriff Woods Condemns Breach of Trust

“I am deeply disappointed by the actions of Deputy Jailer Harris. Our oath is to protect those in our care, uphold the rule of law, and model the highest ethical standards. Any betrayal of that trust, especially involving a person in custody, undermines public confidence,” said Jefferson County Sheriff Lafayette Woods, Jr. “Let this serve as a constant reminder: no one is above the law, least of all those sworn to enforce it. We will continue to act swiftly and decisively when policy or the law is violated.”

JCSO reaffirmed that it maintains a zero-tolerance policy toward sexual abuse, harassment, or fraternization with detainees. Staff are trained under the federal Prison Rape Elimination Act (PREA) and department policy to prevent such misconduct. The agency noted that administrative measures have been or will be taken against Harris consistent with due process.

Potential Penalties and Ongoing Investigation

Under Arkansas law, Sexual Assault in the Third Degree is classified as a Class C felony. A conviction carries a penalty of three to ten years in the Arkansas Department of Corrections and fines up to $10,000. Harris will face those consequences if found guilty.

The case remains an active investigation, and officials said no additional details would be released at this stage to protect the integrity of the inquiry. JCSO emphasized that further information will be provided as appropriate.

The arrest of Harris highlights the seriousness with which the Sheriff’s Office addresses any breach of public trust, especially within correctional facilities. The incident underscores the agency’s commitment to accountability and to ensuring the safety and dignity of those in custody.
