Pine Bluff Police urge residents to stay alert as Halloween activity restrictions for high-risk offenders begin

Pine Bluff, Arkansas – As the Halloween season approaches, the Pine Bluff Police Department is urging the public to remain cautious and informed about safety laws related to registered se* offenders. A public notice issued by the department highlights the importance of community awareness during this festive time while emphasizing the enforcement of Act 463, which imposes strict limitations on specific offenders.

Restrictions in Effect from October 17 to November 14

According to the notice, individuals classified as Level 3 or Level 4 registered se* offenders are prohibited from engaging in Halloween-related activities involving minors during the enforcement period of October 17 through November 14.

Under Act 463, these individuals may not distribute candy or any item to a minor as part of a Halloween celebration. Additionally, they are not allowed to wear a mask or costume during a Halloween event where minors are present.

However, there are exceptions to this rule. The law does not apply if the person is the parent or legal guardian of the minor receiving the candy or of all minors at the event. Violating these restrictions is considered a Class D felony, which can lead to serious legal consequences.

The legislation allows some flexibility for professional purposes. Registered Level 3 or 4 se* offenders are permitted to wear costumes for legitimate work-related events held during normal business hours. They may also do so if they are involved in the commercial sale of candy or Halloween merchandise.

Law Enforcement Urges Community Vigilance

While Halloween is meant to be a joyful time for children and families, Pine Bluff authorities stress the need for continued public vigilance.

“We encourage residents to remain vigilant and report any suspicious activity or potential violations of Act 463 to the Pine Bluff Police Department or other appropriate authorities immediately,” the department stated.

The city urges residents to prioritize safety while celebrating and to report any concerns involving individuals not complying with the restrictions of Act 463.
