ARDOT secures $43.9 million grant for Helena Bridge rehabilitation project

Helena-West Helena, Arkansas – The Arkansas Department of Transportation (ARDOT) recently received a substantial grant of $43.9 million from the United States Department of Transportation (USDOT) Bridge Investment Program to support the rehabilitation of the U.S. Highway 49 Mississippi River Bridge. This critical bridge, also known as the Helena Bridge, serves as a major connection between Helena-West Helena, Arkansas, and Lula, Mississippi. The project, undertaken by ARDOT in collaboration with the Mississippi Department of Transportation (MDOT), aims to restore the bridge’s structural integrity, extend its lifespan, and improve its load capacity to meet modern standards.

Revitalizing a Vital Transportation Link

Spanning nearly a mile across the Mississippi River, the Helena Bridge plays an essential role in regional transportation for both local and long-distance travelers. It not only connects Arkansas and Mississippi but also serves as an important route for agricultural and manufactured goods moving between these states. Additionally, U.S. Highway 49 extends toward the Gulf of Mexico, making the bridge a vital link in connecting inland production to the Port of Gulfport. Congressman Rick Crawford emphasized the bridge’s significance, stating, “The Helena Bridge on U.S. Highway 49 crosses the Mississippi River and is a critical piece of our nation’s infrastructure.”

Currently rated in “poor” condition, the Helena Bridge is due for extensive repairs. The bridge rehabilitation project includes structural upgrades that will increase the load-bearing capacity and ensure safe and reliable passage for commercial and personal traffic. The enhancements are projected to extend the bridge’s lifespan by 20 to 25 years, enabling ARDOT and MDOT to address future infrastructure needs and plan for a new Mississippi River crossing as required by the region’s growth and seismic vulnerability.

Funding and Support from Federal and Regional Leaders

The total cost of the Helena Bridge rehabilitation project is estimated at $56.6 million. With the USDOT Bridge Investment Program covering $43.9 million, ARDOT and MDOT will divide the remaining balance. The grant award represents a significant win for the collaboration between Arkansas, Mississippi, and regional stakeholders, with notable support from federal leaders including Senator John Boozman, Senator Tom Cotton, and Congressman Rick Crawford, who signed a letter endorsing the project.

This partnership highlights the commitment of both states to ensure the preservation and enhancement of critical infrastructure. ARDOT Director Lorie Tudor expressed gratitude for the federal support, stating, “It’s critical that we care for our existing infrastructure, make the necessary upgrades, and ultimately extend the lifespan of a road or bridge when possible, to the benefit of the traveling public.” Similarly, MDOT Executive Director Brad White noted the long-term benefits for safety and economic growth, saying, “We’re appreciative of USDOT for this grant award and for our partnership with ARDOT on the project. This wise investment will drive economic growth in the area and increase safety for decades to come.”

Planning for Future Capacity and Resilience

The Helena Bridge rehabilitation is part of a broader vision for a sustainable infrastructure that can adapt to future demands, including the needs of the region’s New Madrid Seismic Zone. By improving the bridge now, ARDOT and MDOT aim to safeguard against any future structural compromises while planning proactively for the long-term needs of Arkansas and Mississippi.

In addition to the bridge’s economic importance, the planned rehabilitation includes implementing a monitoring system designed to prevent potential future structural issues. Congressman Rick Crawford emphasized the importance of ongoing maintenance, remarking, “This investment will allow for structural repairs and will establish a monitoring system to prevent it from becoming unusable in the future.”

With the funding secured, ARDOT and MDOT will soon begin the design and planning stages, focusing on developing effective construction strategies that align with safety and efficiency goals. Once completed, the improved Helena Bridge will be better equipped to handle increased traffic flow, reduce potential risks, and contribute to the economic vitality of Arkansas and Mississippi.
