Arkansas to enroll all foster youth in Trump Account program aimed at helping children build savings for the future

Little Rock, Arkansas – Arkansas is expanding financial support for young people in foster care through a new initiative that will automatically enroll foster youth in the Trump Account program, a tax-advantaged savings and investment program established under President Donald Trump’s One, Big, Beautiful Bill Act.

Governor Sarah Huckabee Sanders announced the move, saying the program is intended to help foster children begin building financial resources for adulthood and create new opportunities for long-term success.

The initiative will ensure that foster youth across Arkansas have access to savings accounts designed to help them prepare for future expenses and financial responsibilities.

According to Sanders, helping vulnerable children and teenagers has remained one of her administration’s primary goals since taking office.

“One of my top priorities as Governor has been to make sure our most vulnerable young people, our foster youth, are set up for success. Thanks to President Trump’s Trump Account program, we’re giving these young people a chance to start saving for the future before they even reach adulthood,” said Governor Sanders. “Thank you to the President and First Lady for the focus they have put on making sure every young person in this country can achieve the American Dream.”

Program designed to encourage long-term savings

The Trump Account program is available to children throughout the United States who are younger than 18 years old.

Children born between January 1, 2025, and December 31, 2028, qualify for a one-time government-funded contribution of $1,000 that is deposited into the account.

Beyond the initial contribution, family members, guardians, employers, and nonprofit organizations can contribute additional funds. Annual contributions generally may not exceed $5,000.

The accounts are structured as tax-advantaged investment vehicles intended to help young people accumulate savings over time. Beneficiaries may begin making withdrawals on January 1 of the year they turn 18.

State officials said the accounts follow rules that are generally similar to those governing Individual Retirement Accounts, commonly known as IRAs.

Supporters believe the program can provide foster youth with financial tools that many children receive through family support systems but which are often more difficult to access for those in foster care.

Tiffany Wright, who leads Arkansas’ Division of Children and Family Services, said establishing savings accounts can make a meaningful difference in a young person’s future.

“Establishing a savings account is a key step that better positions children to thrive as they grow and become adults,” said Wright. “However, we know that this can be challenging, especially for youths who must enter foster care. This program helps close that gap and ensure that all children can begin to save for their future. We are so appreciative of Gov. Sanders and her team for making this a reality in our state, and we look forward to implementing it.”

Focus on foster care improvements

The announcement is part of a broader effort by the Sanders administration to reform and strengthen Arkansas’ foster care and adoption systems.

Since becoming governor, Sanders has pushed for changes designed to improve outcomes for children in state care. Early in her administration, she signed an executive order that brought together foster care advocates from around Arkansas to develop recommendations aimed at improving the system.

State officials say many of those recommendations are now being implemented.

The administration also increased funding for foster placements by adding $1 million to the foster placement budget last year.

Arkansas Department of Human Services Secretary Janet Mann praised the new savings initiative and said it could have a lasting impact on young people and families.

“The Trump Account Program represents a new way that we can help support our youth in foster care, and I am so proud to know that our state is making these accounts available to the children in care we serve through our Division of Children and Family Services (DCFS),” said Mann. “This is an incredible opportunity that will positively impact families for years to come. I’m grateful to President Trump for establishing this beneficial program, and to Governor Sanders for her continued support of the work we do to serve children and families in Arkansas.”

State leaders also pointed to progress within the adoption system. According to the governor’s office, Arkansas currently has fewer than 200 children waiting for adoption statewide. Officials noted that this is the first time since such records have been kept that the number has fallen below that threshold.

With the addition of the Trump Account program, Arkansas officials hope foster youth will enter adulthood with greater financial resources and a stronger foundation for future education, housing, employment, and other life opportunities.
